This reminds me of the most elaborate and the last elaborate Halloween costume I ever created (during my @risd1877 days). I was dressed head-to-toe in a #bluepeacock color and I designed this contraption adorned with actual peacock feathers, that attached to my back. Somehow I rigged it so I could manually spread the plume similar to an actual peacock.
